Initiative for low energy training in Europe
Objective: Divide by 5 energy consumption in buildings!
Since the beginning of year 2008, ILETE consortium is coordinating an ambitious project dedicated to training and know-how exchange related to energy efficiency in buildings.
This project was selected in the frame of the European "Intelligent Energy Europe" programme. ILETE budget is around € 1M with a co-funding from the European Union of nearly 50%.
Until the end of 2009, ILETE consortium, consisting of 8 partners from old and new member states, will work on one objective: Divide by 5 energy consumption in buildings!
Three main actions will enable the achievement of this goal:
- Initial training for architect and engineer students
- Vocational training for building professionals
- Communication and dissemination of information on high-energy efficiency in buildings for general public, policy makers, professionals...
This European network, implemented at a regional level, targets the buildings sector through training programmes and communication. Its goal is to bring awareness on the opportunities and on the growing importance of low energy consumption in buildings across Europe, today and for the future.
The expected results of ILETE project are:
- Organisation of 16 seminars for some 800 students
- Training of 500 professionals via the Internet platform
- Dissemination of a low energy consumption documents for each target group
The outcomes of the action will be developed appropriately to allow transfer to other European regions.

ILETE project
The partner Regions in the project "Initiative for Low Energy Training in Europe" are all committed to voluntary policies intended to control energy consumption, particularly in the building sector.
All of them are implementing measures to promote low energy consumption, which have, for example, led to the success of the low energy consumption construction concepts such as Minergie in Switzerland and PassiveHaus in Germany.
The partner Regions have the will to move very quickly towards a significant reduction in energy consumption in construction and will focus on renovation. But the aim of the project is primarily to face a lack of training in the field of the low energy consumption in building sector.
To achieve this, ILETE consortium has three priorities:
- To set up 8seminars on low energy consumption in buildings thank to the work of an European groups of experts all professors in schools and universities of each partner region
- To set up an on-line training kit composed by common modules adapted for all building professional stakeholders
- To inform all target groups on high-energy efficiency in buildings by a guide on regional/European certifications, brochures on ILETE results, regional/European events and awards, regional knowledge centres, promotion of regional reference projects ...
In a global strategy, ILETE project should achieve the first step: Awareness and training platform, and should enable to start the second step: Certification and model low energy operations. The final objective is to obtain political commitment on massive low energy operations (third and last step). It is ILETE way to reach its general and long term objective: Dividing by 5 the energy consumption in buildings!
Actions
Six main activities have been identified to implement the objectives of the project:
1. Knowledge management with the development of a collaborative platform (web tool) with three levels:
(1) ILETE consortium exchanges for the organisation of the project implementation (limited access)
(2) ILETE working groups exchanges (limited access):
on initial training for the European group of experts and the partners on vocational training for experts and partners on certification and labelling for experts and partners(3) ILETE results dissemination:
training kit for trainers with registration and password access information (guides, catalogue of existing training courses, best practices, reference projects, brochure...) for targeted publics with free access to the website.
2. Vocational training on low energy consumption in order to ensure that building professionals (i.e. architect, urban planner, building workers, etc.) receive the most appropriate training in energy low consumption according to their specific needs and experience.
3. Initial training on high-energy efficiency buildings through knowledge exchange: set up of seminars aiming at promoting energy low energy consumption technologies, products and certification among students (universities, architects and engineering schools).
4. Promotion of European certification / labelling through concrete actions towards professionals and policy-makers in order to adopt high "low energy standards" when classifying buildings.
5. Communication and dissemination of training material, of best practices and certifications information, through conferences and events...
6. Management of ILETE activities by Région Alsace.
